About RTI at MMYVV

Maharishi Mahesh Yogi Vedic Vishwavidyalaya is committed to transparency and accountability in its operations. In compliance with the Right to Information Act, 2005, the university provides citizens with access to information about its functions, activities, and decision-making processes.

The RTI Act empowers citizens to seek information from public authorities and promotes transparency and accountability in governance.

What is RTI?

The Right to Information Act, 2005 is an Act of the Parliament of India that provides for setting out the practical regime of right to information for citizens to secure access to information under the control of public authorities.

The Act mandates timely response to citizen requests for government information and requires public authorities to proactively disclose certain categories of information.

How to File an RTI Application

Step 1: Prepare Your Application

Write an application in English or Hindi on plain paper addressing the Public Information Officer (PIO) of MMYVV. The application should include:

  • Your name and complete postal address
  • Clear description of the information you seek
  • Period to which the information relates
  • Preferred mode of receiving information (inspection, certified copies, diskette, etc.)
  • Contact details (phone/email if available)

Step 2: Pay the Fee

Attach application fee as per RTI rules:

  • Application fee: Rs. 10/- (via Demand Draft, Indian Postal Order, or cash)
  • No fee for Below Poverty Line (BPL) applicants (attach BPL certificate)

Step 3: Submit Application

Submit the application to:

Or submit through:

  • Direct submission at university office
  • By post/speed post/registered post

Timeline for Response

  • Normal cases: Information must be provided within 30 days from receipt of application
  • Cases involving life or liberty: Within 48 hours
  • If request is transferred to another office: 30 days from receipt by that office (plus 5 days for transfer)

Information Available

Citizens can request information regarding:

  • University structure, functions, and duties
  • Powers and duties of officers and employees
  • Decision-making processes and procedures
  • Rules, regulations, and policies
  • Budget allocation and expenditure
  • Manner of execution of subsidy programmes
  • Details of recipients of concessions and permits
  • Information available to or held by the university
  • Facilities available for citizens
  • Details of information available in electronic form

Exemptions from Disclosure

Certain categories of information are exempt from disclosure under Section 8 of the RTI Act, including:

  • Information affecting sovereignty, integrity, and security of India
  • Information prohibited by court order
  • Information that would cause breach of privilege of Parliament/State Legislature
  • Commercial confidence, trade secrets, or intellectual property
  • Information in fiduciary relationship
  • Personal information unless public interest outweighs privacy concerns
  • Cabinet papers
  • Information that would impede investigation or prosecution

Designated Officers

Public Information Officer (PIO)

The PIO is responsible for receiving RTI applications and providing information within stipulated time.

First Appellate Authority

If you are not satisfied with the information provided or do not receive information within the stipulated time, you can file a first appeal to the First Appellate Authority.

State Information Commission

Second appeal can be filed with the Madhya Pradesh State Information Commission if not satisfied with the first appeal decision.

  • Functions and duties
  • Powers and duties of officers
  • Rules and regulations
  • Categories of documents held
  • Details of consultative and advisory bodies
  • Budget allocation and programmes
  • Manner of execution of subsidy programmes
  • Names and designations of PIOs

Appeal Process

First Appeal

If information is not provided within 30 days or you are not satisfied with the response:

  • File first appeal within 30 days to First Appellate Authority
  • Specify grounds of appeal
  • No fee required for first appeal

Second Appeal

If not satisfied with first appeal decision:

  • File second appeal with State Information Commission within 90 days
  • The Commission's decision is binding
